Strategies, acts and decrees

The operation of the Ministry for Foreign Affairs is guided by the operational Strategy of the Ministry for Foreign Affairs, the Human Resources Strategy and certain acts and decrees.

Strategy of the Ministry for Foreign Affairs

The Strategy is a managerial instrument, which ensures that the Foreign Service, as an integral part of the Government, can perform its duties in the best possible manner in accordance with the will expressed by the Government and Parliament.

The Ministry for Foreign Affairs implements its mission by pursuing five strategic goals, on the basis of which the units and diplomatic and consular missions abroad also formulate their annual performance targets. Finland's membership of the European Union serves as the key channel through which these goals are pursued. The Ministry's goals are:

  • influential Finland in the international community
  • an international community generating security
  • a fair world
  • a successful Finland
  • an open and service-oriented Ministry for Foreign Affairs.

Human Resources Strategy

The objective of the Human Resources Strategy is to ensure that the staff of the Foreign Service are appropriate in terms of their number and position, skilled and open to development, motivated, committed and satisfied with their jobs. The Strategy provides the guidelines on which the Ministry bases its long-term human resources plans, skills management and career planning.

Acts and decrees

The Ministry's functions are governed by certain acts and decrees and the Ministry's Rules of Procedure.
