External relations financing
Cooperation on the external border of the European Union during the next Financial Perspective from 2007 to 2013 will take place in the framework of the European Neighbourhood and Partnership Instrument (ENPI) and the Instrument for Pre-Accession Assistance (IPA). The ENPI will replace the existing financial instruments of the EU, Technical Assistance to the Commonwealth of Independent States (TACIS) and the Euro-Mediterranean Partnership (MEDA).
ENPI - European Neighbourhood and Partnership Instrument
The implementation of the ENPI - at country and regional levels and concerning cross-border cooperation - will be financed via the ENPI instrument. Furthermore, the ENPI will be used to support the EUs' strategic partnership with Russia.
The Ministry for Foreign Affairs will be responsible for the national coordination of the ENPI.
In the central government, the Ministry for Foreign Affairs and the Ministry of Employment and the Economy are in charge of matters related to the EU's ENPI Cross-Border Cooperation (CBC).
The ENPI will provide funds for:
1) programmes addressing one country or regional or sub-regional programmes conducted between several countries
2) thematic programmes and
3) cross-border cooperation programmes (ENPI CBC) between regions on both sides of the EU's external border.
ENPI CBC programmes between Russia and Finland from 2007 to 2013:
Kolarctic (Finland-Sweden-Norway-Russia)
- Eligible border regions: Lapland, Norrbotten, Finnmark,Troms, Nordland, Murmansk Oblast, Archangelsk Oblast, Nenets Autonomous Okrug
- Adjoining regions: Pohjois-Pohjanmaa (Northern Ostrobothnia), Västerbotten, Republic of Karelia, Leningrad Oblast, St.Petersburg
- The Regional Council of Lapland will serve as the Managing Authority of the programme
Republic of Karelia
- Eligible border regions: Pohjois-Pohjanmaa (Northern Ostrobothnia), Kainuu, Pohjois-Karjala (North Karelia), Republic of Karelia
- Adjoining regions: Lapland, Pohjois-Savo (North Savo), Murmansk, Archangelsk and Leningrad Oblasts, St. Petersburg
- The Council of Oulu Region will serve as the Managing Authority of the programme
South-East Finland - Russia
- Eligible border regions: Etelä-Karjala (South Karelia), Kymenlaakso, Etelä-Savo (South Savo), Leningrad Oblast, St.Petersburg
- Adjoining regions: Itä-Uusimaa (East Uusimaa), Päijät-Häme, Pohjois-Savo (North Savo), Republic of Karelia
- The Regional Council of South Karelia will serve as the Managing Authority of the programme
The Baltic Sea Programme
- Finland (all regions of Finland can take part), Sweden, Denmark, Estonia, Latvia, Lithuania, Poland, Norway and Belarus in its entirety
- Russia: Murmansk Oblast, Republic of Karelia, St Petersburg, Leningrad Oblast, Pskov Oblast, Kaliningrad, Novgorod Oblast. In the framework of the Barents cooperation, also Archangelsk Oblast, Nenetsk Autonomous Okrug and Komi Republic
- Germany: the States (Länder) of Berlin, Brandenburg, Bremen, Hamburg, Lüneburg, Mecklenburg-Vorpommern, Schleswig-Holstein
